Adopted at the Tenth Global Conference of the International Partnership for the Satoyama Initiative (IPSI-10), held from 3–5 March 2026 in Riobamba, Ecuador, the Actionable Implementation Plan (AIP) provides a clear and practical reference to operationalize the IPSI Strategy and Plan of Action (PoA) 2023–2030. Its development was built on a consultative process involving IPSI members and partners. It translates strategic objectives into concrete, coordinated actions that guide IPSI members in advancing biodiversity conservation, climate resilience, and sustainable livelihoods through socio-ecological production landscapes and seascapes (SEPLS).

Structured around five strategic objectives, the AIP outlines priority actions and its examples of actions to strengthen knowledge co-production, management and uptake, enhance institutional frameworks and capacity development, promote conservation through protected areas and other effective area-based conservation measures (OECMs), advance ecosystem restoration, and support sustainable value chain development.

Collectively, the AIP supports coordinated implementation of IPSI’s work and contributes to the achievement of the Kunming-Montreal Global Biodiversity Framework (GBF) and the Sustainable Development Goals (SDGs) targets.

On 4 March 2026, the Public Forum of the Tenth IPSI Global Conference (IPSI-10) was held at the Escuela Superior Politécnica de Chimborazo (ESPOCH) in Riobamba, Ecuador, under the theme Conservation in Mountain Landscapes and Sustainable Ecotourism.

The forum brought together a broad audience, in person and online, including local experts, ESPOCH faculty and students and citizens of Riobamba. Opening presentations by Fausto Sarmiento (Professor, UGA) and Suneetha Subramanian (Research Fellow, UNU-IAS/IPSI Secretariat) the conceptual framing, introducing Montology, biocultural heritage and regenerative development to strengthen SDGs in socio-ecological production landscapes and seascapes (SEPLS).

Across three plenary sessions, 21 delivered brief exposés followed by discussions with the audience. The diversity of perspectives reflected a strong commitment to transdisciplinary dialogues, further enriched by a parallel poster session showcasing IPSI members’ activities.

Ana María Varea (former UNDP Ecuador) delivered a speech that was warmly applauded and raised concerns over illegal mining and the institutional merger of the Ministry of Environment with the Ministry of Energy and Mines. Carlos Jara (Dean, Faculty of Natural Resources, ESPOCH) presented on environmental degradation in Lake Yambo and the limited efforts to recover its waters. Through Alejandro Aguayo (Chimborazo Wildlife Production Reserve; RPFCH), we sadly learned that Chimborazo Reserve would be proposed as a natural heritage site for UNESCO’s Indicative List without recognition of its ancestral sociocultural legacies.

Luis Suárez (Former Director, Conservation International Ecuador) recalled the usefulness of past co-financed forest conservation programmes in Ecuador and questioned the current lack of incentives. Chadley Hollas (Ecotourism and Precarity Researcher, UGA) examined ecotourism’s potential against rural precarity in mountainscapes. Jaime López (Professor, University San Francisco de Quito) outlined challenges in transitioning the Galapagos to a SEPLS framework, while Patricio Mena (Andean Researcher, ECOCIENCIA NGO) noted ongoing environmental education on páramos conservation. Alejandra Razo (Research Coordinator, Sumak Kawsay Research Center In Situ) emphasized biodiversity conservation on Andean flanks, and Mordecai Ogada (Executive Director, Conservation Solutions Afrika) shared related experiences from Africa.

Grounded in action and cultural continuity, several presentations. Renato Chávez (Professor, ESPOCH) showed medicinal plant collections along the Qhapak Ñan (Andean Road System), while Olmedo Cayambe (Indigenous Community Representative, RPFCH) shared successes in strengthening Indigenous communities in the Chimborazo mountain. Alden Yépez (Professor, PUCE) noted that the delineation of zones under cryospheric influence remains a viable methodological strategy for anticipating and countering extractive pressures generated by accelerating glacial retreat. Juan Manuel Carrión (Scientific Illustrator, Charles Darwin Foundation) emphasized that art is intuition that leads us to science and consciousness. César Cotacachi (Indigenous environmental leader, Imbakucha Sacred Landscape and Imbabura Global GeoPark) described the cultural gradient of Mount Imbabura and the ancestral spirituality of its inhabitants. Conservation actions in pursuit of sustainability were presented by Jack Rodríguez (Executive Director, Ecosustainable Ecuadorian Amazon Foundation) on livestock farming to reduce pressure on ecosystems, by Sidney Eigeman (Researcher, UGA) on hydrology investigations in Zuñac town, and by Chimborazo ecotourism projects by Alex Gavilanez (Professor, ESPOCH) and Danny Castillo (Professor, ESPOCH).

Nathaly Pilamunga (Puruwa Women for Environmental Communication), of the Kichwa-Puruwa nation, evoked the words of Dolores Cacuango: “We are like the straw of the páramo that is pulled up and grows back… and with the straw of the páramo we will sow the world”. This message of resilience was echoed by both Chen-Fa Wu (Professor, National Chung Hsing University) and Engin Yilmaz (Executive Director, Yolda Initiative), who showed how persistence can place sustainability on international agendas.

After the forum, IPSI members visited either the Mount Chimborazo Reserve or the cultural village of Guano. Upon returning from the excursion, we felt that we had planted a seed at the base of Chimborazo, a memory that perpetuates the cognitive legacies of montology and this successful South American meeting for the Satoyama Initiative.

This volume will highlight how landscape approaches are used in practice to monitor the multifunctionality of SEPLS. Underpinning SEPLS management, landscape approaches involve place-based, participatory monitoring of multiple dimensions of SEPLS, including biodiversity, nature’s contributions to people (NCP), production systems, cultural values and governance, and how these elements interact across a landscape or seascape over time. The volume will document how monitoring is conducted and used within SEPLS management.

Monitoring has become a vital element of global sustainability governance, supporting international efforts in biodiversity, climate change, ecosystem restoration, food systems and cultural heritage.[1],[2] The global community increasingly sees effective monitoring systems as essential for understanding socio-ecological changes, assessing policy results and guiding adaptive management. [3] The 2030 Agenda for Sustainable Development emphasizes the need for monitoring systems that reflect the interconnectedness of development, environment and human well-being. [4],[5] The Kunming–Montreal Global Biodiversity Framework (GBF) calls for comprehensive monitoring of biodiversity, ecosystem health, nature’s contributions to people, sustainable use, equity and traditional knowledge. [6],[7] Likewise, climate negotiations under the United Nations Framework Convention on Climate Change (UNFCCC) now highlight monitoring of locally led adaptation. [8] At the same time, the UN Decade on Ecosystem Restoration emphasizes the importance of monitoring restoration efforts to assess ecological recovery, livelihood results and socio-cultural impacts. [9]

Despite these expanding global policy expectations, scientific literature has consistently documented persistent challenges in biodiversity and ecosystem service monitoring. The ongoing IPBES methodological assessment on monitoring biodiversity and nature’s contributions to people (2022–2026) examines existing monitoring approaches, data sources and capacity issues relevant to policy and decision-making to identify monitoring challenges and define options for addressing them. [10] Beyond this assessment, empirical studies identify various challenges that contribute to fragmented and uneven monitoring efforts. These include inconsistencies in ecosystem services monitoring, [11] gaps in spatial and taxonomic coverage, weak integration of social and ecological indicators [12] ,[13] ,[14] ,[15] ,[16] and the dominance of sector-specific monitoring, which limits understanding of cross-sector interactions and landscape-scale dynamics. These issues are particularly pronounced in many regions of the Global South, where constraints related to data availability, technical capacity and institutional support remain limited. [17],[18] Moreover, global and national monitoring indicators often fail to reflect local values, customary institutions and biocultural knowledge systems, leading to misalignments between global monitoring frameworks and local realities. [19],[20]

Within this context, SEPLS provide practical settings for examining how monitoring is conducted under complex social and ecological conditions. In SEPLS management, landscape approaches are leveraged to monitor multiple dimensions, including biodiversity, NCP, production systems, cultural values and governance processes, with attention to their interactions and changes over time across the landscape or seascape. Case studies of SEPLS management illustrate how monitoring can be integrated into ongoing management contexts in which ecological processes, livelihood activities, cultural values and governance arrangements are closely intertwined.

This volume will explore how landscape approaches are used in practice to monitor the multifunctionality of SEPLS. In this context, monitoring focuses on the interlinked ecological, production, cultural, social and governance dimensions that sustain SEPLS, yet these dimensions are often only partially reflected in current monitoring approaches. Particular attention will be given to the integration of Indigenous and local knowledge (ILK) alongside scientific data, the use of ecological and livelihood indicators, participatory assessments and governance-related metrics, as well as to how monitoring outputs inform management and decision-making processes.

Through IPSI case studies, the volume will highlight how diverse actors—including smallholders, Indigenous Peoples and local communities (IPLCs), local governments, civil society groups and researchers—design, implement and apply monitoring approaches. In doing so, the volume will provide empirical insights into how monitoring can better capture interactions among system components, identify emerging synergies and trade-offs and support more adaptive and inclusive responses under environmental and social change. [21],[22],[23]

Contributions are encouraged to examine how different monitoring methods and knowledge systems, including scientific approaches, ILK, participatory observations and emerging technologies, are applied, woven or adapted in practice to monitor changes across various landscapes and seascapes. Case studies may also highlight how monitoring evidence is used to inform management actions and policy decisions related to landscape and seascape sustainability. These insights can support monitoring efforts at local, national, regional and global levels, while contributing to the implementation of the IPSI Strategy and Plan of Action for 2023–2030, particularly its objectives on knowledge co-production, resilient landscape management and inclusive governance.

IPSI partners are encouraged to submit case studies that address the following questions, among others:

Which key ecological, production, cultural, social and governance functions are monitored in your SEPLS, and why are they important for the sustainability of your SEPLS?

What indicators, approaches and knowledge systems (scientific, ILK or participatory) are used to monitor these functions, and how are they integrated into landscape-level monitoring and management processes?

What interactions, synergies, trade-offs or feedback have been identified through monitoring processes, and what are their implications for SEPLS management?

How are monitoring results used to assess progress and inform decision-making in SEPLS management at the community, local government or national levels?

What challenges, data gaps and capacity needs are present in monitoring multi-functionality, and what innovative solutions or practices have been created to address them?

In October 2025, UNU-IAS co-organized a series of side events during technical meetings under the Convention on Biological Diversity (CBD) in Panama City. The meetings advanced discussions on implementing and monitoring the Kunming–Montreal Global Biodiversity Framework (GBF). They comprised the 27th meeting of the Subsidiary Body on Scientific, Technical, and Technological Advice (SBSTTA-27) and the first meeting of the Subsidiary Body on Article 8(j) and Other Provisions of the Convention on Biological Diversity Related to Indigenous Peoples and Local Communities (SB8J-1).

Across three side events the IPSI Secretariat highlighted IPSI’s work, showcasing community-based approaches and tools that support biodiversity conservation and sustainable resource management in socio-ecological production landscapes and seascapes (SEPLS). The sessions brought together governments, researchers, Indigenous Peoples and Local Communities (IPLCs) and youth groups to explore how knowledge from local actors, stronger governance systems and coherent policy environments can strengthen GBF implementation. Discussions highlighted three overarching insights:

Stronger integration of diverse knowledge systems is needed

Participants emphasized that scientific, local and traditional knowledge must be woven together more effectively to support evidence-based biodiversity governance. Speakers reflected on the importance of open and collaborative scientific practice, drawing from conversations of the 6th Science Policy Forum for Biodiversity at CBD COP16 in Cali, Colombia. This includes expanding opportunities for transdisciplinary research and socio-cultural approaches to support the implementation of multilateral environmental agreements (MEAs).

Policy coherence and coordinated multi-stakeholder collaboration are crucial

Panellists from government agencies, financial institutions and international organizations underscored that progress on the GBF depends on aligning priorities across sectors. Identified challenges related to data gaps, financing and coordination between policy, research and implementation actors. Strengthening coherence, from local to international levels, was identified as key to enabling more informed and context-sensitive biodiversity policies.

Community-led monitoring plays an increasingly important role

A central theme across the events was the importance of strengthening community-led monitoring and decision-making systems, particularly those led by IPLCs. Speakers presented practical tools that can help bridge local knowledge with national and global biodiversity processes. Suneetha Subramanian (Research Fellow, IPSI Secretaira / UNU-IAS) presented the Indicators of Resilience in Socio-ecological Production Landscapes and Seascapes (SEPLS), illustrating how communities can assess socio-ecological resilience and contribute data aligned with the SB8J agenda. Maurizio Farhan Ferrari (Senior Policy Advisor, Forest Peoples Programme) introduced the Indigenous Navigator, a human-rights–based monitoring system that generates community-owned data relevant to multiple GBF indicators. Paule Gros (BiodivEarth) shared insights from BiodivEarth’s efforts to integrate local assessments into global socio-ecological monitoring frameworks, including the development of a community of practice involving stewards of resilient landscapes, with UNU-IAS researchers contributing to its advancement.

* * *

Together, these discussions underscored the critical contributions of IPLCs in achieving the GBF targets. By integrating scientific and traditional knowledge, promoting coherent governance and strengthening community-based monitoring, the UNU-IAS events highlighted practical pathways to advance inclusive, evidence-informed biodiversity action.
